The World Wide Web Consortium has released a working draft of the CSS3 Backgrounds and Borders module. That means CSS3 is one small step closer to completion. Once implemented by browsers (likely first by Gecko browsers like Firefox and Presto browsers like Opera), CSS3 will revolutionize the power website designers have in creating layout, presentation, and functionality for websites. Firefox and Opera have already begun implementing some parts of the CSS3 draft.
