Google is Not Building a Browser

So it appears that Google is not building a web browser. I'd like to know what their definition of build is. I seem to believe that they mean they aren't building a browser from scratch. There has been evidence of recent cooperation between Google and Mozilla, including a slip reference to a private Bugzilla entry related to working with Google. I see this comment made by Google CEO Eric Schmidt as possible support for the idea that they are working on improving the rising star of the browser market, Mozilla Firefox, possibly by a combination of code contributions and official extensions from Google. Whatever happens, I'm really looking forward to finding out just what's going on here.
